O/ b/w photo head and shoulders of O'Dwyer within a wreath in the form of a tricolour furled and bound, two of the bindings in the form of curtains. To l., in rectangle, is printed an extract from a speech by O'Dwyer on the occasion of the conferring of the freedom of Limerick on him, 14th Sept 1916. The remainder of the spaces to l. and r. of the wreath are filled with vine leaves, coloured green. Broad border, silvery grey between black, the border broken by the wreath above and below.
