Clearly for an oral exam. Red leather binding, with green check binding leaf; front and back cover have a double line gold rectangle just inside edges, with impressed rectangular saw tooth design on inside; on front cover in gold "Pilots' Examination/ for/ License./ James Harris,/ Secretary".
