Howard, Town Clerk, Waterford, to Town Clerk Limerick, 27th Sept. 1886; outlining proposed final arrangements for presentation of freedom to Gladstone by the various corporations and seeking approval for same. Head; arms printed in blue, address in black; "Town Clerk's Office/ Town Hall/ Waterford ____ 188 ."; arms to left, a helmed shield with lion rampant and ?dolphin supporters, three lions in upper field three ships? in lower, motto below "Urbs intacta manet/ Waterford". Single sheet folded in half, with head printed so fold at right; written on first and last side. Watermark "Joynson/ Superfine".
