Group of men talking while they watch one man throwing sticks at four stakes in the ground; devices on the stakes identify them as Crown, Lords, Corporation and Church, the last named has been toppled by a stick marked East India Company. People identified as Mr O'Connell, Lord Ebrington, Lord Melbourne, Lord John Russell, Mr Spring Rice, Mr Ellice, Lord Howick, The King, Sir James Graham, Sir F Burdet.
