Printed black on white with blue columns and lines below head. Watermark "Imperial P????" under unclear device with royal? symbolism. Made out in ms, by Bethell to Co. Borough Council, 15-10-1914, for key . Annotated in red. Rubber stamped & certified correct by J.J. Peacocke.
